【摘要】:ScopeofstudiesDependingontheboundariesofresponsibilitydiscussedabove,somesystemstudiesmayrequiretobeconductedbytheCustomerpriortoissuingtheTechnicalSpecification,ormaybetheresponsibilityoftheBidderandlatertheContractor.Thosesuchstudiesrelatedtothea.c.filterswouldnormallycover:·a.c.systemreactivepowerrequirements·a.c.systemimpedancemeasurementsorcalculations·pre-existingharmoniclevels·inductiveco-ordinationfortelecommunicationlinesnearaffecteda.c.linesTheextentofsystemstudiesrequiredtobeconductedbytheBidderandtheContractorshouldbemadeclearintheTechnicalSpecification.Aminimumsetofstudieswillalwaysberequiredtoensurethatthefiltersperformadequatelyandthattheywithstandalldefinedelectricalandenvironmentalconditions.Theseessentialstudieswouldnormallycomprise:a)reactivepowersupplyandcontrolb)low-orderresonancewitha.c.systemc)a.c.filterperformanced)a.c.filtersteady-stateratinge)a.c.filtertransientrating,overvoltageandinsulationco-ordinationf)a.c.filterlossesg)a.c.filterprotectionh)a.c.filtercircuitbreakerdutiesi)a.c.filterdischargerequirementsj)thosepartsofthecontrolanddynamicperformancestudieswhichareaffectedbythea.c.filters,andanalysetheintegratedoperationofthea.c.andHVDCsystemsk)thosepartsoftheaudiblenoisestudywhichareaffectedbythea.c.filtersl)thosepartsoftheRAM(reliability,availabilityandmaintenance)studywhichareaffectedbythea.c.filtersHowever,furtherperformanceandratingstudiesmaybeofinteresttoassisttheplanningofeconomicandflexibleoperation,andtodefinerecommendedproceduresintheeventofoutages,maintenanceorunusualoperationalsituations.Suchstudiesmightcover,forexample,performanceandratingunderoutagecontingenciesnotrequiredbythespecification,orwithwiderlimitsofreactivepowerinterchangethanspecified.Thesesituationsmightbeofconsiderableinteresttooperationplanners,andhaveaneconomicvalue.ThepossibleneedforsuchadditionalstudiesshouldbeconsideredbytheCustomerandifdesired,includedinthescopeofstudiesrequiredintheTechnicalSpecification.Oftheessentialdesignstudies,somewouldnormallybeconductedinfullbytheBidderaspartofthetenderingprocess(atleasta,c,d,andjoftheabovelist).Othersmightbeomittedorminimisedduringthetenderingstage,andestimatesmadebasedontheBidder’spreviousexperience.Duringthedetaileddesignstage,allessentialstudieswouldbeconductedinfullbytheContractor.ScopeofsupplyTheTechnicalSpecificationshouldmakeclearthescopeofsupplywithregardtoa.c.filteringaswithallaspectsoftheHVDCscheme.Inadditiontosupplyofthemaina.c.filtercomponents,theresponsibilityforsupplyofthefollowingshouldbedefined:·sitepreparation·civilandmechanicalstructures·earthing·fencing·interfacewitha.c.switchyard·control,measuring,monitoringandprotection·switchingequipment·cabling·spareparts·specialtestequipmentrequiredforcommissioningandmaintenance·erection,commissioningandtesting·in-serviceperformancemeasurementsAnyrequirementforguaranteesconcerning,forexamplecapacitorfailurerates,measuredfilterlosses,performance,etc.,shouldalsobeclearlystated.
